So, of all things, Bush today said "...to the extent that the federal government didn't fully do its job right, I take responsibility"
Well. Isn't that something? Even leaving aside the leading, qualifying phrase, his rating has doubled to two on my scale, even though there was no doubt he *was* responsible. "The buck stops here" and all that.
I know what the word means, but I'm not sure what his use of it does. I guess it could destroy his chances for re-election, but what use is it to say you're responsible when there's no consequences?
